So What is a Hailing Port, Exactly? 

The official definition of that is, basically, the name of the port from which a vessel hails. In this context, “hails” is essentially synonymous with “returns to,” “stays at,” “comes out of,” and so forth. You might ask: “OK, that’s fine, but why does this matter?” Well, it does in terms of your documentation. Specifically, you have to paint this on the stern of your documented vessel. If you can’t pick one specific port that your vessel would hail from, there are some other ways of answering this question. For example, it could be the port where you, the managing owner of the vessel, lives. Alternatively, it could be the port that’s closest to where you live.
